Free WH-347 Certified Payroll Generator

Enter your crew's hours and rates once. The tool works out gross and net pay, then fills in both pages of the current federal WH-347 (Rev. January 2025) for you to print and sign. Next week, copy last week and change the hours. No signup.

The Department of Labor also offers its own free web-based generator at dol.gov/agencies/whd/forms/wh347-web. This tool is an independent option that adds CSV import and export, a one-click copy of last week and checks for common mistakes.

2. Workers and hours

Hours are shown from the week ending date back seven days. Gross pay and net pay calculate from your hours and rates. Use the worker ID field for the last 4 digits of the SSN or an employee number. Never a full SSN.

Check these before you send it

  • Set a week ending date. The day and date headers are built from it.
Notes (1)
  • DOL instructions: statement boxes 1, 2, 3 and 6 must be checked to certify compliance. The certifying official checks them (they are unchecked until you do).
About 2 pages

Your entries stay in this browser. Nothing is uploaded. The PDF is the official DOL form, Rev. January 2025, filled in for you.

Form WH-347 is published by the U.S. Department of Labor, Wage and Hour Division. SubDesk is not affiliated with or endorsed by the Department of Labor.SubDesk provides this tool to help you prepare paperwork. It is not legal or payroll advice. You are responsible for the wage rates, classifications and the certification you sign. Check your contract and the current instructions atdol.gov/agencies/whd/forms/wh347.

What the WH-347 is

The WH-347 is the Department of Labor's optional form for the weekly certified payroll that contractors and subcontractors on federal and federally assisted construction projects subject to the Davis-Bacon and Related Acts must submit. Page 1 lists each worker, the hours worked each day, the rate paid, gross pay, deductions and net pay. Page 2 is the Statement of Compliance, where an official certifies the payroll is correct and lists any fringe benefit plans and apprenticeship programs.

What changed in January 2025

The Department of Labor replaced the long-standing 2008 version with a redesigned form. Worker names are split into separate columns, each worker has a journeyworker or registered apprentice marker, and fringe benefits get a total credit column and a column for cash paid in lieu of fringes. Gross pay is reported both for the project and for all work in the week. The old withholding-exemptions column is gone, and the Statement of Compliance is now six check boxes. If you are still using a saved copy of the old form, check that your agency will accept it.

How to fill it in

  1. Project and payroll: enter the project, the wage determination number, the business name and address, and the week ending date. Number your certified payrolls 1, 2, 3 and so on for each project.
  2. Workers: add one entry per worker and classification. A worker who works in two classifications gets two entries with the same entry number.
  3. Hours and rates: enter straight-time and overtime hours for each day and the hourly rates. The tool multiplies them and shows gross pay.
  4. Fringe benefits: either enter the hourly credit for each plan, or enter cash paid in lieu of fringes. List each plan so page 2 is complete.
  5. Deductions: enter tax withholding, FICA and any other permitted deduction, and describe the other deduction. Net pay is calculated.
  6. Statement of compliance: the certifying official checks the boxes that apply. According to the instructions, boxes 1, 2, 3 and 6 are always checked, box 4 only if apprentices were paid, and box 5 if a fringe credit is claimed.
  7. Download, print and sign. Submit it to the prime contractor or agency as your contract requires.

Common mistakes

  • Putting a full Social Security number on the form. Use the last four digits or an employee number.
  • Reporting hours over 40 in a week as straight time on a contract covered by the Contract Work Hours and Safety Standards Act.
  • Claiming a fringe credit without listing the plan on page 2, or counting cash in lieu of fringes inside the hourly rate in column 6A.
  • Using a classification that is not on the wage determination.
  • Listing an apprentice with no registered program, or paying an apprentice rate to someone who is not registered.
  • Leaving "Other" deductions unexplained. Describe them in Additional Remarks.
  • Skipping the signature, or sending a scan of a signature in place of an original or a legally valid electronic one.

California public works

California public works projects have their own certified payroll requirement under Labor Code sections 1776 and 1771.4. Contractors report through the Department of Industrial Relations eCPR system, either by typing the payroll in or by uploading an XML file. That system asks for details this form leaves out on purpose, including a full Social Security number or ITIN for each worker. A project that is both federally funded and a California public work may involve both reports, so ask the awarding body what it requires. This tool does not create the DIR file, and you should confirm current DIR rules and deadlines before relying on this page. See the pay application generator and theCalifornia lien release forms for the other paperwork that goes with a monthly billing.

Frequently asked questions

Is the WH-347 required?

No. The Department of Labor says use of the WH-347 is optional. Federal rules let you submit the same payroll information on any format you like. What is not optional is the content: the weekly payroll must carry the same information and the Statement of Compliance with identical wording. Your contract or the contracting agency may still ask for the WH-347 by name.

Did the WH-347 change?

Yes. The Department of Labor published a redesigned form dated Rev. January 2025 (OMB 1235-0008). Columns are now numbered 1A through 9, there is no withholding-exemptions column, fringe benefits and cash in lieu of fringes have their own columns, and the Statement of Compliance is six check boxes. Older copies of the form (Rev. December 2008) are out of date. This tool fills the current form.

What goes in the worker identifying number?

Use the last four digits of the worker's Social Security number, or any number that identifies that worker, such as an employee ID. The instructions say a full Social Security number must not be included. The tool cuts anything that looks like a full SSN down to its last four digits. Keep the full number in your own records.

Does this replace the California certified payroll report?

No. This makes the federal WH-347. California public works are reported to the Department of Industrial Relations through its eCPR system, which has its own fields and asks for a full Social Security number or ITIN. This tool does not produce that file. If a project needs both, check with the awarding body and the DIR on what applies. Our CSV export can help you re-key hours and pay.

Who signs it, and can I sign electronically?

The person who paid or supervised the payment of the workers signs the Statement of Compliance. The Department of Labor accepts an original handwritten signature or a legally valid electronic signature, and says photocopies or scans of a signature do not satisfy the requirement. The tool leaves the signature line blank on purpose. Print the page or sign it electronically in your PDF software.

Is the tool really free, and is my data private?

Yes. There is no account, no payment and no upload. The math and the PDF run in your browser, and your entries are saved only in your browser's local storage so you can return next week. Use Clear to erase them. Clearing your browser data also removes them, so download your PDF and CSV to keep your own copy.
